For SEO purposes, a site should have its own domain, and not be attached to something.blogspot.com. If possible try and use a .com, rather than a .biz or .ws, as these are rated more highly in search engine circles. .org and .edu are the pick of the bunch.
If you can, use keyword rich URL's and filenames as search engines love this. Bing and Yahoo absolutely worship them. They also like hyphens between the words as this makes them more readable, and as a rule the length of a URL does not factor in SEO unless it is extraordinarily long. In this case it is seen as possible spam.
Dynamic URLs should be avoided, as search engine robots prefer searching through static URLs, or at least dynamic URLs that are not too long in length. If you have plenty of long dynamic URLs, then it is advisable to rewrite it into something that makes sense.
Another big no, is session ID's for information you want indexed by the robots. It simply will not happen.
